The article presents the subject of protection of monuments in spatial planning and development, with particular emphasis on the role and scope of activities of the voivodship monument conservator in the process of issuing decisions on land development conditions as a cooperating authority. The rules of conduct when issuing such a decision were indicated — on this basis, the issues of Art. 53 sec. 4 point 2 of the Public Procurement Law It was also indicated in the content of art. 106 k.p.a. as one of the key provisions in the context of cooperation between public administration bodies, in this case on the example of the voivodeship monument conservator as a cooperating body in accordance with the above-mentioned provision. At the same time, it was presented that it is a lex generalis in relation to, for example, Art. 53 sec. 5 of the Public Procurement Law, which in this case constitutes lex specialis and is also very important in terms of the subject matter discussed.
