Neutralność polityczna sił zbrojnych w wymiarze prawnokonstytucyjnym

The principle of neutrality of the armed forces is one of the pillars of their functioning as the body guarding Poland’s security. Members of the armed forces, as well as the armed forces as a whole, are absolutely obliged to comply with this principle. This article discusses the legal, in particular constitutional, regulations of the political neutrality of the armed forces. An analysis of statutory provisions relating to the subject matter is also provided.

Climate change is a fact. Negative processes are progressing, and experts point to solutions that can reduce the future effects of years of neglect. The problem is global, but not all political actors approach climate policy similarly. After the Donald Trump administration’s spectacular and unilateral withdrawal from the 2015 Paris Agreement, the importance of the long-standing international compromise has diminished. This paper offers an analysis of media reports from 2017–2019 on climate change and climate policy. The study encompasses content from seven global television stations shared from their websites on social media. The author focuses on Facebook as the largest distribution channel for traditional media material in the analysis. The results show that the issue of climate change was one of the most frequently communicated information, but it was not the main topic. Pieces of news content published on the websites of the BBC and CNN were shared most widely. Global warming, the consequences of Donald Trump’s actions, melting glaciers in the Arctic, and greenhouse gas emissions were some of the major issues covered.

Russia’s aggression against Ukraine on February 24, 2022 was the beginning of a new war in Europe. Most of the international community has condemned Russian aggression. Some social movements, including the anarchist movement, not only condemned the war but called for the end of the war. Anarchists recognized that the war was a way to resolve the power struggle over Ukraine. The research hypotheses adopted for this paper are as follows: 1. the anarchist movement opposed the war in Ukraine, the anarchist movement treated the war as a result of the struggle of the great powers for power and influence on the territory of Ukraine, 2. it is inconsistent with the axiological system of anarchism as a political thought, 3. the position of the international structures of the anarchist movement towards the war was uniform regardless of the nationality of its participants. The author conducted an aspectual analysis, which was based on qualitative document research. He based his research on interpretivist theory. The author analyzes the attitude of anarchists towards the war, including organizations such as the International of Anarchist Federations and the Inter- national Workers’ Association, as well as individual Russian, Ukrainian, Belarusian and Polish anarchists.

The present article demonstrates the ways in which painful history and inter-state resentments are utilized to construct a narrative. The author focuses on selected statements by Serbian president Aleksandar Vučić over the last 30 years to illustrate how such a procedure is conducted in practice. Through the analysis of the speeches, the author comes to the conclusion that the Serbian politician’s antipathy towards Croatians is strenghtening his position in the country as a defender of national interest.

This paper explores the opinion of the most religiously committed people in Poland, who often use Catholic media and are active in Catholic organizations. Study of a grup of 1082 Poles over 50 year of age is intended to provide an opinion about priest Henryk Jankowski — the chaplain of the Solidarity movement and Lech Wałęsa’s close friend later accused of phedophilia. This research clearly show that people most involved in the public life of the Church believe that Father Jankowski was not a phedophile and assess his conduct positively. A control sample of all voters over 50 (people who remember the activities of the priest in the 1980s) is of a different opinion.

Finally, the influence and interrelationships between both concepts will be discussed.

The article focuses on demonstrating the most important structural and functional transformations carried out in Polish Armed Forces in the years 1989–2015. The attention was drawn to the role of different factors that determine the scope and pace of these changes or the inconsistency in the implementation of prepared programs assuming the restructuring of the Polish armed forces. The article also describes the impact of the “Partnership for Peace” program and Poland`s subsequent accession to NATO on the acceleration of the process of modelling the structures of the Polish Army and the results of the restructuring measures taken.

Mediation is a method of conducting disputes in which the parties work out a solution to the problem between them in the presence of an impartial mediator. Mediation proceedings can be treated individually in civil and criminal cases. In the present study, the author focused on mediation in criminal cases, and further attention is paid to whether any criminal cases are excluded from mediation. Moreover, the author draws attention to a specific creation of criminal law, which is penal fiscal law, and what negotiation opportunities it offers to perpetrators of fiscal offenses and criminal offenses. Finally, the author presents the reservation of mediation in criminal law as applied to negotiation institutions in criminal fiscal law.
