Abstract

Global warming is recognised as the biggest problem facing humanity in the 21st century. Legal rules aimed at counteracting the climate crisis or reducing its effect began to appear in the 1990s. This is related to the activities of the Intergovernmental Panel on Climate Change (IPCC), which led to the adoption in 1992 of the United Nations Framework Convention on Climate Change supplemented by the Kyoto accords. International, European, and national legal regulations aimed at climate protection imply a whole range of new tasks for public authorities. These rules also affect its structure and require the creation of new specialised bodies.
