The idea of “open public administration”: The sphere of expectations and feelings

The positive value of “open administration” will depend on whether the mutual relations between the public and the civil sector will be truly authentic or rather will be based on instrumentalization on the part of public sector. However, the most important issue connected with the application of market mechanisms in the fi eld of social services is related to the confl ict of values. This confl ict manifests itself in the collision of economic rationality professionalization of social services systems with the spirit of civil society based on solidarity, cooperation and trust.
