Abstract

Exogenous and endogenous sources of asymmetric information are an important issue in the public procurement system. External factors which cause asymmetry information can result in increased transaction risk, as well as transaction costs. Internal (behavioral) factors which cause asymmetry information lead to two important effects: adverse selection and moral hazard.
