Increasing trust in social relations is essential in societies with a highly developed economy, as it is a prerequisite for further development. The role of public administration is therefore to stimulate the growth of trust in society. Development strategies formalized in legal acts and implemented by public administration indicate social trust as one of the factors requiring strengthening. Trust is also needed by public administration for the effective performance of its tasks, both on a macro scale and in relations with individual units. The order to act in a way that increases trust in public authority is directly articulated in the provisions of administrative proceedings. In the sphere of matters going beyond the issues dealt with within the administrative procedure, this order can be derived from the principles of praxeology and the principles of ethics.
