Conflict about shape of electoral system or model of democracy. Relations between democracy and electoral law

The purpose of this article is to show different points of view on electoral systems. Political conflict about shape of electoral formula is not only considered among the followers of stable government majoritarian formulas and full representation PR formulas. The choice of electoral system is one of the most important institutional decisions for any democracy. Long-lasting effects for the whole political system, which is caused by the rules of electoral law, are often wider than we can expect. In author’s opinion this conflict concerns the root of democracy. It is the conflict about what is more important for a modern democracy state: is it full participation choosing plurality formulas of all citizens or restraint rule of elite choosing PR formulas? Th is paper analyses consequences of this choice for the theory and practice of democracy.
