Abstract

Force majeure is a negative ground for liability for delicts liable to administrative monetary penalties. In accordance with art. 189e of the Code of administrative proceedings: “The party shall not be sanctioned, if the violation of law was caused by force majeure”. The author considers the consequences of force majeure as a negative ground for liability for delicts liable to administrative monetary penalties.
