Abstrakt

Initiative competencies of parliamentary Committee of Foreign Affairs illustrated by Foreign Service Act

The article is an attempt to reconstruct the mechanisms influencing the creation of formal regulations in foreign policy. This study focuses on the Act on Foreign Service of 2001 and the circumstances in which it was passed as well as the impact of the parliamentary Committee of Foreign Affairs. Apart from the formal aspects being part of competencies of the Foreign Affairs Committee, the study deals also with the informal, functional dimension of the Committee’s actions linked with those of other participants in the legislative process. If we analyse the circumstances in which the initiative to pass the act was submitted, one can learn how the creation of law in Poland is influenced by factors not pertaining to the subject matter such as personal ambitions etc.
